ECOWAS JOBS: PROGRAMME OFFICER INFORMATION TECHNOLOGY AND DATABASE MANAGER

The Council of the Economic Community of West African states, ECOWAS, established, within the ECOWAS Commission, a Small Arms Unit with the mandate to monitor and coordinate the implementation of the 1998 ECOWAS Moratorium on Importation, Exportation, and Manufacture of Light Weapons, which has been transformed into the ECOWAS Convention on Small Arms and Light Weapons, their Ammunition and other related materials in June 2009.

To strengthen the capacity of the Small Arms Unit to fulfil its mandate, the ECOWAS Commission is seeking to recruit a highly qualified candidate as a Programme Officer-Information Technology & Database Manager.

Qualification(s):

  • A Bachelor’s degree (or its equivalent) in Computer Science, Information Systems, any Sciences, Engineering, Social Science field or related fields

  • Possession of a higher degree can be an advantage


Job Experience

  • A minimum of 5 years progressively responsible experience in Information Technology IT particularly in designing, modelling, developing, and supporting DBMS

  • Possession of a higher degree would reduce required experience to 3 years

  • Previous experience with regional or international organisation would be an advantage

  • Proven knowledge on Small Arms and Light Weapons and Security related issues

  • Knowledge of the ECOWAS policy and operational framework for controlling the proliferation and trafficking in Small Arms may be an advantage

  • A working experience with the National Commissions on Small Arms and Light Weapons and Civil Society organisations may be an advantage

  • Strong theoretical background and substantial experience in Internet/Intranet support, infrastructure design, Information technical/information management, systems facilities and execution protocols

  • Excellent Interpersonal and communication skills

  • Ability to work under pressure and handle politically and culturally sensitive issues
